Treasury Services

The University of South Alabama Treasury Management Department reports to the Chief Financial Officer.

The Treasury Management Department provides banking services and cash/liquidity management, capital financing services, investment management, and merchant services and PCI compliance for the University of South Alabama System which includes USA Health and USA Health Care Authority.

Bank Services and Cash/Liquidity Management

Treasury manages and optimizes banking services and financial relationships necessary to support the university's daily operations, ensure fiscal responsibility, and facilitate the financial needs of our diverse community of students, faculty, staff, and external partners. Treasury manages the daily cash flows and bank balances, oversees bank account fraud protections, and negotiates banking and financial services contracts. Other duties include providing banking solutions that support business processes in an efficient, cost effective manner; and assessing liquidity and investment management processes to maximize the return on the university’s funds, with a priority on safety and liquidity.

Capital Financing

Treasury issues tax-exempt and taxable debt to fund the construction of facilities for the University of South Alabama System. Debt financed facilities include auxiliary, medical facilities, capital improvements, and utility infrastructure facilities, although other campus facilities have been financed. Financing structures for capital needs are optimized to deliver low cost of capital and support the university’s strategic plans. Treasury is responsible for receipt and disbursement of borrowed funds, compliance with bond related regulations, debt service payments, and continuing disclosure filings after the bonds are issued. 

Investments

Treasury manages and oversees the university’s investment programs. Investment programs include operating funds and endowment funds. A portion of the System’s assets are managed by external investment firms. Investment manager relationships are monitored as well as investment guidelines and investment policies which are approved by the Board of Trustees. Investment portfolios are rebalanced periodically to ensure that asset allocations are within established policy guidelines and are well positioned to meet the university’s liquidity needs. Investment of debt issuance proceeds are monitored to ensure they are managed in compliance with relevant debt covenants.

Merchant Services and PCI Compliance

Treasury plays a pivotal role in ensuring efficient, secure, and convenient payment options for our students, faculty, staff, and external stakeholders. Key functions and responsibilities include compliance with the PCI DSS and other applicable industry regulations, merchant account management, payment processing oversight, training and support, reporting and analysis, and customer support.
